Segment AT8 not allowed

Receiving error message "Segment AT8*G*L is not allowed in this position. Ensure that the segment ID and the EDI codes in positions 1 and 2, if any, match the specification" from a X12 204 message.

I'm new to X12 and I'm trying to evaluate your EDI Tools package. I checked the EDI specification for AT8 in the 204 message, and it says the first data element can be G and the second data element can be L. That's exactly what I have in the EDI file below.

Can you point me in the right direction to finding out what's wrong either with the EDI file or with the template?
